This article discusses how to add and/or remove SMS numbers from an SMS user. Basically, adding to or removing SMS phone numbers is editing the user.
Disable SMS User
From the Enterprise Admin Menu, navigate to the Users page.
On the Users table, click the … (3 dots), then Manage SMS option corresponding to the user.
If wanting to disable the SMS service for this user completely, uncheck the Enable SMS Service checkbox.
Push the changes to the Microsoft system and MS Teams user by sync’ing the app.
Then finalize by sync’ing the SMS App.
Add or Remove Phone Numbers from SMS User
From the Enterprise Admin Menu, navigate to the Users page.
On the Users table, click the … (3 dots), then Manage SMS option corresponding to the user.
To add phone numbers to the SMS user, from the Unassigned DIDs list, highlight the numbers and click > to move numbers to the Assigned DID(s) list.
To remove phone numbers from the SMS user, from the Assigned DID(s) table, highlight the numbers and click < to move numbers to the Unassigned DID(s) list.
Push the changes to the Microsoft system and MS Teams user by sync’ing the app.
If need to disable the SMS user (as discussed above), proceed to do so.
If need to update phone numbers for other Teams users for SMS or enable/disable other users, do them now before sync’ing.

Result:
Once the sync is completed, the user will see new teams in MS Teams that corresponds to the phone number assigned or the corresponding contact name (if the phone number is stored as contact in Azure AD or Outlook Contacts.)
