This article guides the Enterprise Admin on how to configure multiple SMS users simultaneously.
Before You Begin
You must have the SMS service enabled for your Enterprise account. Please contact your provider to get this service added.
The target Teams users must be members of User Groups being sync’d on your Enterprise account.
Note to the Reseller:
There must be an SMS Carrier Profiles at the Reseller level that is assigned to the Enterprise or “All Enterprises” and that should successfully connect to your SMS providers. See SMS Carrier Configuration as a Reseller Admin
There must be uploaded phone numbers assigned to the Enterprise.
Uploading SMS Users File
From the enterprise portal, click Bulk Upload found in the navigation pane.
On the Bulk Upload Users screen, set the User Type drop-down to SMS. Click Sample File Format hyperlink to download the file template.
From the template, build your CSV file content. Fill values for the following columns:
Teams User ID : The Microsoft Office 365 email address of the user.User Type : BU (for Basic User)
Country Code : For example, 1 for USA
SMS DID : the phone number excluding the country country code.Click Browse button to locate the csv file.
Once the CSV file is loaded, click Upload button.
Users extracted from the CSV file display on the screen for you to validate.Click Validate.
This analyzes the file and ensure there are no obvious data entry failures, such as invalid email addresses, a DID that is already in use, or an attempt to configure a user who is not properly licensed. Hovering over the error will give guidance about what specific error is preventing configuration.In the example shown below the top user can successfully be added, while the second user's DID cannot be assigned to the enterprise.
If there are errors detected by the Validate process, correct them in the CSV file and re-upload the file.
When there are no detectable errors the blue Validate button changes to say Submit. Click Submit.

When the file is successfully uploaded, a confirmation message displays.

The users will appear enabled for SMS and assigned the phone numbers. HOWEVER, these will not get reflected in the member users Teams client until the SMS app is sync’d. To sync, see the Sync the SMS App to Finalize the Changes section below.
Sync the SMS App to Finalize the Changes
To finalize the phone number assignment, the Microsoft Global Admin (or the provider if granted the proper consent) must sync the app to Microsoft.
If need to configure more Teams users for SMS, repeat the procedure above.
If need to configure SMS Groups, proceed to do so as described here.

Result:
Once the sync is completed, the users will see new teams in their MS Teams client that correspond to their phone numbers assigned (or the Outlook name if the phone number is stored as mobile contact).
