This article describes the limited functionality available to a Teams user when the Secure SMS feature is on for their enterprise.
Overview of the Secure SMS Feature
Secure SMS enhances message security by encrypting SMS content and restricting how messages are accessed and sent. For a full overview of this feature, including setup instructions, please refer to the article intended for your Microsoft Global Administrator here.
When Secure SMS is enabled, the SMS Page is disabled. As a result, the functionality described in Using the SMS Application within Teams is not available to end users.

Functional Limitations
When Using the Unified Connector App
You cannot initiate new single messages or start new group texts.
You can reply to existing group text conversations within the relevant group chat.
When Using the Legacy SMS Connector App
New single messages must be initiated using the SMS Composer.
Starting new group texts is not supported.
You can reply to existing group text conversations in the relevant group chat.
