When the Secure SMS Feature is on for your enterprise, the SMS Application chat screen is disabled. Thus, all functionality described in this article Using the SMS Application within Teams are not available to you.

SMS messages can be sent and received in the MS Teams team and channel that is associated with the SMS number.
Sending messages must be accomplished using the SMS Composer.
