Post/enterprise/restoreUsersByReseller

Operation to Restore the Users from the System. When called by the Enterprise User - this operation also restores the Calling services for the given Users. When called by the user scoped by the Master Reseller, Reseller roles - the operation ONLY refreshes the User Registration and will require an Enterprise scoped user to call the Synchronization operation to restore their services.
